The key evidence is that Gumi and Pohang were selected as two of the three nationwide AX demonstration industrial complexes by 2026. A total of 48.1 billion won will be invested to establish manufacturing data, AI open labs, digital twins, and leading autonomous manufacturing models, with project objectives including the dissemination of verified models to manufacturing companies in Gyeongbuk. While the secondary battery industry in Pohang has already transformed its production and export structures, Andong Bio and Gyeongju SMR are relatively still in the stage of establishing future investment and industrial ecosystems. Pohang's EcoPro production system, the 2028 groundbreaking plan for the Andong Bio National Industrial Complex, and the vision for the Gyeongju SMR ecosystem serve as evidence that the maturity levels of high-tech industries within Gyeongbuk differ. With the addition of the Pohang 40MW AI Data Center, which aims to begin operations in the first half of 2028, Gyeongbuk now has the potential to possess its own industrial AI computing infrastructure as well as manufacturing industries. Since the latest announcement in August includes changes to project costs and start-up times compared to the announcement in May, the latest schedule standards must be applied in future Runtimes.

There is only one structural insight.  Gyeongbuk’s competitiveness in high-tech industries must no longer be judged by "which city possesses which specialized complex," but rather by "whether technology, data, and AI models created in one region are reused in industries in other regions."  The reason Gyeongbuk Province is simultaneously pursuing the Alliance City of Five High-Tech Industries and 73 Sovereign AI projects is that the existing decentralized structure must be transformed into a connected structure. Golden Time Thesis — The golden time for Gyeongsangbuk-do's advanced industries is not the time to attract more semiconductor companies to Gumi or build more battery factories in Pohang. The key lies in whether we can connect Gumi's manufacturing data and semiconductor AX, Pohang's steel, secondary batteries, and GPU computing, Andong's bio, and Gyeongju's nuclear power and SMR into a single Data → AI → R&D → Supply Chain → Scale-up network within the next two to three years. If we miss the timelines for AX demonstrations in 2026–2029 and the AI ​​data center and bio national industrial complex in 2028, Gyeongbuk could become entrenched as a fragmented cluster that operates independently, despite possessing multiple strong industrial hubs. Conversely, if verified industrial AI models and data are shared among cities and counties, Gyeongbuk's decentralized industrial structure can be transformed from a weakness into the largest industrial AX demonstration network in South Korea.
